International Expert on OSH visits Mongolia
SECiM project engaged international expert on Occupational Safety and Health (OSH) and Labour Inspection, Mr. Alberto Cerda Mico as a Senior Non-Key Expert (SNKE) to provide support, consultations and advice to the Department of Labour and Social Welfare Inspection of General Agency for Specialized Inspection (GASI) for identification of approaches, tools and review in-formative materials to raise awareness of employers and workers and monitoring methods for increasing effective implementation of OSH preventive polices, from 20th of August to 07th of September 2018.
In order to obtain information on the effective functioning of GASI and review used approaches for awareness raising of employers and workers, a round of meetings and discussions were organized with relevant organizations.
Mr. Cerda Mico delivered 2 training sessions to GASI labour inspectors and 1 training session to employers, OSH technicians and trainers on principles and best practices related to OSH Risk Assessment and Management and on the use of awareness raising and information dissemination methodologies.
On 31st of August the expert Mr. Cerda Mico provided a lecture on “OSH Risk Management and Challenges for Mongolia” for the National OSH Council, in a training organized by Mongolian Employers’ Federation.
Mr. Cerda Mico stated in his report that “GASI labour inspectorate has an efficient organization which is able to cover most of OSH issues and conduct follow up actions. Nevertheless, GASI need to increase efforts and resources to be able to reach the small and medium size companies”.
“There is a need to revise the legal framework on OSH and its development so that effective tools can support the employers, managers and workers to implement OSH preventive policies. GASI could support that process and later on launch a campaign to disseminate the newly created tools. After the dissemination campaign GASI could undertake more stringent control of the effective implementation of OSH regulations by the companies, including SMEs”.
Expert’s report was submitted to Mr. Tsagaankhuu, Head of GASI, with official letter from Ms. Agrita Groza, Team leader of SECiM project.
